The Five Freedoms
CEA's advocacy is organized around the Five Freedoms every Christian employer must have to operate with integrity:
- First Freedoms - Religious expression, conscience protection, and freedom from compelled speech
- Workforce Freedom - Mission-aligned hiring, dignity of labor, and biblical governance
- Economic Freedom - Pro-family tax policy, regulatory relief, and freedom from ideological financial coercion
- Operational Freedom - Property rights, data sovereignty, and stewardship of emerging technology
- Healthcare Freedom - Sanctity of life, conscience-based plan design, and direct-payment models

Defend - Immediate, Membership-Wide Legal Protection
Through landmark federal litigation, CEA has secured permanent injunctions that shield current and future members from the Affordable Care Act's abortifacient mandates (CEA v. Azar, 2019) and from EEOC and HHS mandates requiring coverage of gender-transition procedures (CEA v. EEOC/HHS, 2024). These court-ordered protections apply only to CEA members - a single membership can avoid more than $1 million in potential litigation costs. CEA continues to litigate the EEOC's abortion accommodation rule and to file strategic amicus briefs at the Supreme Court and federal appellate courts.
Advocate - Shaping Policy Before It Becomes Mandate
The Biblical Business Index (BBI) is the nation's first data-driven policy tool grounded entirely in Scripture, scoring lawmakers' voting records against biblical principles rather than partisan trends. CEA's Policy Intelligence System tracks 160,000+ bills and analyzes 400,000+ legislative votes annually across all 50 states and at the federal level. CEA also authors federal legislation - including the FAIR Act (H.R. 4603) - and engages directly with HHS, EEOC, NIH, and other agencies on rulemaking affecting faith-based employers.
Empower - Equipping Stewards of the Sacred Marketplace
CEA equips members with the legal language, advocacy tools, and relational infrastructure to build organizations that are operationally excellent and spiritually grounded. Through strategic partnerships with Kingdom Factor, NRB, Acumen, C12, USCCC, and 94X, CEA's collective advocacy network represents more than 30,000 members - and is building toward 100,000. From private convenings of Christian CEOs and Defender lawmakers to the annual Policy Summit & Fly-In in Washington, D.C., CEA turns membership into measurable influence.
